NEC motion restriction rejected

After a lively debate (who says rules are boring?) conference threw
out a rule change which would have restricted the numbers of motions
and amendments which the NEC could submit to conference.
Arguing for the status quo, Mike Kirby, Scotland, said, "It is
true that there's one rule for the NEC and one rule for us, but
in this case, that's how it should be," he said. "I want the NEC
to give us leadership, to put forward whatever recommendations are
needed to get our mandate and approval."
He told conference that the change would be more wide ranging than
it appeared. It would inhibit the NEC's accountability to the membership
currently done by bringing issues to conference to be voted on;
and would affect their ability to bring emergency motions on key
issues.
He also pointed out that whilst it is true that the NEC do submit
a high number of motions, as suggested earlier in the debate, this
needed to be seen in context. In 2006, 9% of motions were from the
NEC, whilst 8% were from 2 London Branches; and in 2005 8% were
from the NEC whilst the City of Edinburgh submitted 5%!!
