Shared Services - Not the route to savings
Shared services have been around for some time in both
the private and the public sector. They usually involve
HR, payroll and communications for large organisations are
handled via a central body.
They have been promoted by many, including the companies
who sell the IT products needed to make it work, as a route
to substantial savings in the public sector.
Sadly, shared services have a mixed record, the promised
savings are rarely realised. They will not be able to provide
the solution to the budget cuts facing public services now.
UNISON Scotland has published a range of briefings, responses
and leaflets on shared services. A selection is listed below
or use the search box at the top of the page.
New
Clyde Valley Shared Services briefing 9 August 2011 "Latest
excuse for a business case":
Councils
across the Clyde Valley are reviewing the potential for
shared services. UNISON’s not opposed to public bodies sharing
services, but we are against the creation of public service
factories for so-called ‘back office’ services.
This outdated
approach has been widely criticised for providing high costs
and poor service
