Issues
Branch Mergers
It is noted that there are some Branch Mergers still
to take place but this paper aims to consider these as being complete
at the time of the Annual Meeting.
There will be a need to review the Higher Education
members who are still within Local Government Branches, ie Robert
Gordon, Northern College Aberdeen Campus and this should
be dealt with at a later stage.
This document deals with reviewing the already established
Higher Education Branches.
New Branches
It is proposed that Branches are set up as detailed
in Appendix 1. This will result in
11 Branches as opposed to the current 13.
Current Branches/Employers and Numbers
For information this is detailed in Appendix
2.
Review
There will be a need to consider a review of the
effectiveness of the new proposals and it is recommended that
this be done 1 year after being in place. This will enable the
above noted issue of trying to integrate all other Higher Education
members within the Higher Education Service Group.
Scottish Higher Education Service Group Committee
Membership
The Scottish Higher Education Service Group Committee
will be made up from:-
- 2 delegates from each Branch one of which must be
a woman. Branches will also ensure fair representation when
deciding on their delegates.
- Any member from the Scottish Region elected onto the Higher
Education Service Group Executive and its Sector Committees.
Currently Scottish Region is entitled to:-
- Women's seat
- General seat
- Reserved seat
Branches are entitled to nominate 2 substitutes
and are required to give notice when a substitute will attend
in place of the named delegate.
Chair/Vice Chair
Once the Committee is elected through nominations
by each Branch, the Committee will then meet and elect a Chair
and Vice Chair, one of which must be a woman.
The aim of the above proposal is to ensure direct
representation from each Branch who will be responsible for raising
all relevant matters across the various Sectors within Higher
Education.Should there be a requirement or need to consult on
various Sector Committee issues then the Scottish Higher Education
Service Group Committee will be empowered to call a special meetings
of Branch Representatives as appropriate.
Annual General Meeting
This will take place in March of every year thus
nominations will be sought in advance of the meeting. The aims
are:-
- To form an inclusive Service Group covering members in
all Higher Education Institutions in Scotland and makes decisions
in a consensual manner.
- To consider Policy and Service Conditions matters.
- Receive report from National Representatives.
- Appoint Representatives to sit on other Committees and
to receive feedback.
- To consider all relevant Service Conditions and Policy
matters raised by Branches.
Election to other Committees
Attached in Appendix 3 is the current list of Committees that the Higher
Education Service Group requires to send delegates/representatives
to.
Membership
The current membership figure as of October 1999
for Higher Education in Scotland stands at 5,437.
