Thursday's business
The policy is straightforward on most things today but we will
single out a couple of things.
Comp D Council Housing
It looks like the movers of D1 will accept remittance, recognising
the varying technical financial management systems surrounding public
housing. But there is still a need to mark the importance of social
housing in rural areas.
Comp C Public Services
This is a detailed and strategic motion to set out our policies
to protect and revitalise our public services. It is a positive,
constructive and progressive attempt to set out our stall and to
engage with others in developing a more radical agenda.
The amendment C1 adds nothing but a bit more verbiage and a couple
of gripes and has no place in the motion. There is no need for the
amendment and the focus of the motion should not be diverted by
it.
Rules
An unusually short list of proposed rule amendments is headed up
by those effecting the provisions of the Devolution Report.
Of the others only 15+16 give cause for concern. Whether the proposals
to elect the President or Vice-Presidents are workable is open to
debate. It's unusual to have the power to nominate but not vote
as provided for in 15+16.
These proposals would also provide a further elected centre of
power.
A more rational approach would be to clarify what we expect of
the Presidents in relation to the NEC, Committee Chairs and the
General Secretariat. Oppose 15+16.

announced and UNISON's Carol Ball is to be a member of the team.
Dundee dumps housing transfer
Following a card consultation' of tenants which came up with a
69% rejection, the council has now announced that they will not
now be looking at transfer options. Welcoming the news, Dundee City
branch paid tribute to a joint campaign with UNISON, tenants and
other groups.
